• There are no Council or Committee meetings this week. A closed meeting that was supposed to take place tomorrow at 4:00 pm has been cancelled. The next regular Council meeting is scheduled for August 25th at 5:00 pm.
  
  
• Council has approved an additional $10 million in capital funding to expand road paving across the Regional Municipality of Wood Buffalo this construction season, money that comes on top of the routine spot paving and pothole repairs already underway. The work will strip the top layer of worn asphalt from aging roads and replace it with new pavement, with crews expected to begin later this month and finish in the fall. Administration attributes the accelerated timeline to an extreme past winter, saying road conditions in some areas have deteriorated beyond what routine maintenance can address. Many neighbourhoods will see some level of repair, though Franklin Avenue will not be repaved until flood mitigation work on Clearwater Drive advances further, and rehabilitation of Confederation Way is being held for future seasons. Mayor Sandy Bowman said there was "no point in waiting for next year to do more", framing the spending as a way to avoid more costly repairs later.
  
  
• Council has approved a new committees bylaw that overhauls the Municipality's network of advisory committees, following a 2025 review that found overlapping mandates, duplicated memberships and operational inefficiencies. Two committees, the Wood Buffalo Transportation Advisory Committee and the Vehicle for Hire Committee, will be dissolved after sitting inactive, while several others are being merged or given revised mandates. A new Animal Welfare Advisory Committee will be created to give Council structured advice in an area Administration says currently has no dedicated body. The Regional Advisory Committee on Inclusion, Diversity and Equity will remain a stand-alone committee, with its membership expanded from nine to eleven by adding one voting Councillor and one public member. The changes take effect on January 1st, 2027, timed to let existing committees finish their current terms.
  
  
• Bylaw Services is stepping up enforcement of the Municipality's Community Standards Bylaw this summer, reporting 843 investigations so far in 2026, with 44% tied to nuisance property complaints such as untidy lots, overgrown grass and weeds, and water runoff. Enforcement actions against commercial properties are running 74% higher than the same period last year. The bylaw sets out what property owners and occupants must do to keep their properties presentable, including keeping grass and weeds below 15 cm, or roughly 6 inches, on both their own lots and the adjacent boulevard strip, along with proper waste handling and runoff control, and it applies to homeowners, renters and businesses alike. Officials say voluntary compliance remains the goal, noting that 39 of 47 identified properties have come into compliance this year without a formal order, up from 17 of 27 last year.
  
  
• The Municipality is adding new requirements and a Council-level review panel to its Community Investment Program, the grant stream that funds local non-profit organizations, with the changes taking effect for the 2027 funding cycle. Council approved the revised policy at its June 23rd meeting, introducing new financial reporting rules for applicants and, for the first time, requiring governance training for the boards of groups seeking funding. All grant allocations will now pass through a new review panel made up of the approval committee's chair and appointed Councillors, after which funding decisions are final. The program funded 53 organizations in 2025, with the Municipality reporting that more than 46,000 residents took part in the initiatives it supported. Applications for the 2027 cycle open on September 2nd and close on September 30th.
