  • On Tuesday, at 6:00 pm, there will be a Council meeting. Council will consider a bylaw to allow CASA Mental Health to develop a youth mental health facility in Quarry Ridge. The bylaw proposes rezoning a site in the Gateway District to permit a Youth Assessment Centre, defined as an institutional facility offering rehabilitation, education, treatment, and supervised housing for youth aged 12 to 18. While current zoning permits some health-related services, it does not accommodate institutional care. Administration recommends redesignating the site to the Public Services District and listing the centre as a discretionary use to better align with long-term planning and compatibility goals. The project is fully funded by the Province, located on land donated by a private developer, and is expected to open by Fall 2027. Public engagement found no opposition, and nearby property owners expressed support.

  • Council will also consider second and third readings of the new Food Trucks and Street Vending Bylaw. The bylaw would allow food trucks and vendors to operate not only on private land, but also on municipal streets, sidewalks, parks, and open spaces. It eliminates the need for a development permit, replacing it with a free approval letter, though a business licence and health approvals are still required. Vendors will be prohibited from setting up within 40 metres of existing food establishments and within two blocks of special events unless authorized. The bylaw aims to support local entrepreneurs, improve vibrancy, and clarify regulations, while still enforcing safety, signage, and insurance standards. If passed, applications will open on June 25th, followed by a public awareness campaign and a formal review in winter 2026.

  • Also on the agenda is an updated version of the Community Investment Program (CIP) Policy. The revised policy includes several changes recommended by Administration and the CIP Approval Committee after a review of the 2025 grant cycle. Key updates include requiring audited financial statements for Sustaining Grant applicants, clarifying ineligible activities, and discouraging applicants from directly contacting Committee members. The policy also increases maximum grant amounts, from $80,000 to $100,000 for community programs and from $20,000 to $25,000 for events, to reflect inflation. Multi-year agreements will be eliminated, and a new Arts, Culture, and Heritage Grant will be introduced. Despite higher funding caps, the impact on the budget is expected to be minimal, as over $5.5 million in CIP funding was unallocated this year. Administration says the changes will improve fairness, streamline the process, and provide stronger support for local groups.

  • Council will also review the 2025 Q1 Capital Project Status Report, which outlines the progress of 291 active capital projects across the region, totalling over $1.08 billion. Of that, $695 million has been spent to date, with approximately $386 million remaining. Urban, rural, and regional projects range from flood mitigation and recreation centre upgrades to sewer infrastructure and playground replacements. Major projects include the Saunderson PRV installation, Timberlea Reservoir, and Northside Twin Arena. Several initiatives, such as trail rehabilitation and various culvert upgrades, are in the construction or tendering phase. Other projects remain on hold pending federal or provincial funding or further community consultation. The Municipality continues to track spending efficiency, with many projects targeting completion in 2025 and 2026. Additionally, 88 projects have been marked as completed and are in closeout, while a small number remain formally closed.

  • The race for Mayor and Council is underway in Fort McMurray Wood Buffalo. Incumbent Mayor Sandy Bowman is running for a second term, focusing on flood mitigation, downtown development, and reducing utility fees. In Ward 1, which covers Fort McMurray, six council seats are up for election with multiple candidates running on platforms emphasizing transparency, economic development, accessibility, and improved governance. Some candidates, like Ty Brandt and Koryn Dyer, advocate for more in-person council meetings and greater accountability. Other wards, including Ward 2 (Fort McKay, Fort Chipewyan), Ward 3 (Draper, Saprae Creek), and Ward 4 (Anzac, Conklin), currently have no declared candidates. Voters head to the polls on October 20th.

  • The Alberta government has transferred 536 acres of land to the Regional Municipality of Wood Buffalo as part of a $50.4-million infrastructure exchange. The deal includes land in Parsons Creek, Saline Creek and downtown Fort McMurray, notably 1.36 acres beside the Willow Square Continuing Care Centre. This parcel will be used for a long-promised Aging in Place centre, aimed at supporting independent seniors. The transfer follows RMWB-funded upgrades to Saprae Creek Trail and surrounding intersections. Mayor Sandy Bowman emphasized the facility’s importance for current and future seniors in the region. Administration is expected to present next steps for the centre’s development by September 9th.
