There will be a Special Council Meeting at 1:00 pm on Thursday. Council will discuss an update on the development of an Aging in Place facility at the Willow Square site in Fort McMurray. Administration recommends issuing a Request for Expression of Interest or Request for Information by Q4 2025 and allocating $10.5 million from the Capital Reserve toward construction. A needs assessment and feasibility study, informed by engagement with over 600 residents, seniors, families, and community partners, identified gaps in senior housing and services, including limited affordable and flexible housing, supportive living options, medical services, and accessible programs. Survey respondents emphasized the desire to age in place with independence, dignity, and access to on-site medical, cultural, and social supports. Design considerations for the facility include flexibility, security, inclusivity, and support for changing needs, with housing types such as senior-only apartments, cottages, townhouses, and accommodations for dementia care. The Willow Square site is centrally located near medical, community, and commercial services, making it suitable for a mixed-use Aging in Place facility.

Also on the agenda are requests for the 2025 Capital Budget to fund infrastructure renewals at key Municipality sport facilities in preparation for hosting the 2027 Alberta 55 Plus Summer Games and the 2028 Alberta Summer Games. The upgrades are apparently needed to ensure facilities meet safety, accessibility, and multi-sport event standards. Three major facilities are idenfitied: Syncrude Athletic Park for recreational trail replacement, Corless Tennis Courts and Sportsfield for surface and subgrade rehabilitation, and Timberlea Community Park for track and field facility rehabilitation. The project will require a total budget of $4,165,500.

Councillor Banjoko will bring forward a Notice of Motion proposing the creation of a new funding stream within the Community Investment Program specifically designed to support youth-led initiatives that create positive community impact. The recommendation includes allocating $20,000 as a pilot program in the 2026 budget to fund this initiative. This funding would provide opportunities for youth to develop projects that benefit the community while gaining leadership and organizational experience. Councillor Banjoko will bring forward a second Notice of Motion proposing that Administration research potential home energy efficiency and clean energy incentive programs that could be implemented in the Municipality. As part of this research, Administration is asked to engage with relevant advisory groups and residents to gather input and ensure community needs are considered. The findings from this research would then be reported back to Council for review.
- Porter Airlines will launch direct flights between Ottawa and Fort McMurray starting November 17th, operating every Monday, Wednesday, and Friday. The new service positions Porter as the third airline offering regular flights from Fort McMurray International Airport and connects the city to Porter’s eastern Canada destinations. The route aims to support Fort McMurray as both an economic hub and a leisure destination, promoting tourism and outdoor activities in the Wood Buffalo region. Airport officials hope the new service will encourage more local passengers to fly from Fort McMurray rather than driving to Edmonton or Calgary. Efforts are ongoing to attract additional routes and improve regional air travel incentives.
