On Tuesday, at 5:00 pm, there will be a Council meeting. The agenda includes an update on the Fort Chipewyan Water Treatment Plant. Environmental Services will report on an issue at the plant that occurred on October 29th, when reservoir levels fell below normal. Elevated turbidity in the raw water, reduced storage, and a treatment train failure limited the plant’s ability to meet demand, prompting a response including notification of community leaders, activation of an Incident Command Post and Regional Emergency Coordination Centre, and issuance of a Water Conservation Advisory followed by a Boil Water Advisory. Over six days, potable water was delivered via air and barge, with mobile distribution supporting vulnerable residents. Service was restored with distribution flushing by November 5th, and the Boil Water Advisory was lifted on November 9th, followed by the Water Conservation Advisory on November 12th. A feasibility study into relocating the lake intake on Lake Athabasca is underway, with Phase One focusing on community engagement and source identification in partnership with Indigenous communities, and Phase Two involving detailed evaluation and water sampling of shortlisted sites.

Council will also discuss a report that recommends allocating $30,000 from the Emerging Issues Reserve for a Veterans Memorial mural at the Royal Canadian Legion Branch No. 165 in Waterways. Initially, Council had directed Administration to explore a Veterans Recognition Crosswalk, but after further consultation with Legion representatives, a mural was identified as the preferred option. Administration also discussed additional support measures, such as wayfinding signage, park maintenance, a banner program, and an Adopt-a-Trail initiative for 2026. The mural is estimated to cover approximately 500 square feet, with the $30,000 budget covering design and installation costs. Since Waterways falls outside the Downtown Revitalization Incentive Program, the mural requires direct Council funding, which Administration supports.

Also on the agenda is a report that recommends that the Regional Municipality of Wood Buffalo (RMWB) acquire the property at 10010 Manning Avenue (Arts INCubator) for a nominal fee of $1. The acquisition is needed to complete the transformation of the former movie theatre, now known as Arts INCubator, to support arts and culture for residents across the region. While the capital budget of $16,952,600 was already approved for the project, the original report only included 10015 Manning Avenue, so this resolution ensures the land title transfer accurately reflects the full project scope.

On Thursday, at 6:00 pm, the Communities in Bloom Committee will meet. The agenda begins with a review of the Nominate Your Neighbour summer program and a discussion of the recent Volunteer Appreciation Event. Planning for the winter edition of Nominate Your Neighbour is also on the agenda, along with consideration of nametags and committee gear for members. Updates on the Communities in Bloom Symposium and Awards will be provided, followed by discussion of the 2026 Seed of the Year initiative.
- The Northern Lights Health Foundation is marking its 40th anniversary by prioritizing the creation of an Indigenous wellness space and expanding maternal and child health supports. The wellness space, located on the fourth floor of the Northern Lights Regional Health Centre, will provide culturally grounded care, ceremonies, and family gatherings in partnership with Indigenous communities, elders, and Alberta Health Services. These initiatives reflect consistent needs identified by staff, community leaders, patients, and residents, while also addressing long-standing rural health care challenges, including staffing shortages, travel for medical care, and support for mental health and addictions. Since its founding in 1985, the Foundation has supported over 800 programs, services, and pieces of equipment, including surgical suites, palliative care facilities, and diagnostic technologies.
